Technically are you not supposed to shade the area with the (x,y) points that we do not want, thus if an equation is y is less than 2 all the points in the area that are greater than two should be shaded

For the question y is less than or equal to 2x-3, if we use (1,-3) to try that if our answer is correct we get -2 less than or equal to -1, why? The solution must contained on the shaded part only
